Release TezCLI v1.4 — adds tez explain offline mode

All green. 182/182 tests pass, CLI binary size up 410 KB (under budget), and a canary rollout on 2% of installs saw zero crash reports across 11,420 invocations. The v1.4 branch also closes the 3 open issues tagged help/offline. Ship recommends a direct production rollout with staged deploy (10% → 50% → 100% over 6 hours).
